Policy Development and Evaluation 

We design and conduct evaluations rigorously and collaboratively to answer critical questions about what’s working and what’s not – and most importantly, why. We can integrate the expert use of behavioural science, systems thinking, adaptive learning and economic analysis to develop recommendations that improve public policy design, performance and importantly, value for money. 

Many of our consultants have lived experience working in government agencies. We speak the language of stakeholders and understand the systems in which they operate. We tailor the tools we use to each client’s needs and build effective reporting for decision makers. This ensures our clients can relate the evaluation story to the larger government or organisational agenda and have the resources and confidence to generate buy-in for implementing changes. 

We embrace working in the most challenging operating environments. Our teams also have significant experience in improving poor quality data systems and managing complex stakeholder negotiations to drive improved outcomes.  

Our programme evaluation division includes our specialist Monitoring, Evaluation and Learning (MEL) team, who work internationally.
